Lead Project Engineer - TS/SCI CI Poly Required
cFocus Software is seeking a Lead Project Engineer to support a 5-year contract. Locations: Annapolis Junction, MD, Reston, VA, or Washington, DC (JBAB).
Position Requirements:
- TS/SCI w CI Polygraph required
- 10+ years of experience with enterprise system architecture development (computing, networking, storage, and secure implementations).
- 5+ years of experience with Cross Domain Solutions architecting and implementation.
- Experience with RMF/ICD-503 across the engineering system development lifecycle.
- Experience with requirements development, concept of operations documents (CONOPS), and high-level system architectures to develop secure system solutions for cross-domain systems and dataflows.
- Project planning, scheduling and status reporting across the system development lifecycle.
- Team leadership, coaching and mentoring of teams larger than 15 people.
Preferred Skills:
· Experience with secure architecting methods and modern defense in depth solutions including zero trust, secure cross domain solutions.
· Experience with networking and cloud-based solutions (commercial, private on-premise, or hybrid)
· Experience with agile development methodologies for applications and system development.
· Experience with Visio, Project, Office suite.
Position Description:
· Analyze user’s requirements, concept of operations documents, and high-level system architectures to develop secure system solutions for cross-domain systems and dataflows.
· Analyze system requirements and leads design and development activities.
· Guide users in formulating requirements, advises alternative approaches, and conducts feasibility studies including analysis of alternatives with recommendation of solution.
· Provide technical leadership for the integration of requirements, design, and technology, including project plans and schedules with tasks and milestones.
· Incorporate new plans, designs, and systems into ongoing operations.
· Develop system architecture and system design documentation.
· Guide system development and implementation planning through assessment or preparation of system engineering management plans and system integration and test plans.
· Interact with the Government regarding Systems Engineering technical considerations and for associated problems, issues, or conflicts.
· Responsible for the technical integrity of work performed and deliverables associated with the Systems Engineering area of responsibility.
· Ability to create agendas for, lead and facilitate meetings, and create presentations to communicate effectively with other program personnel, government overseers, and senior executives.
· Able to identify risks and develop risk mitigation plans incorporated into project plans
· Supervise assigned technical staff and subordinates
· Establish state-of-the-art techniques for designing, developing, modifying, and troubleshooting highly complex computer operating hardware systems.
· Design operating/hardware systems; formulate system concepts and architecture, specific requirements, and develop implementation approaches.
· Identify and direct resolution of complex hardware/software interface issues; subject matter expert on emerging technologies; direct the development of systems specifications and technical documentation.
· Provide technical direction for the development, engineering, interfacing, integration, and testing of all components of complex hardware/software systems to include requirements elicitation, analysis, and functional allocation, conducting systems requirements reviews, developing concepts of operation and interface standards, developing system architectures, and performing technical/non-technical assessment and management as well as end-to-end flow analysis.
· Conduct and/or approve end-to-end system trade analyses to optimize system operations over its life cycle through the proper balance of functional, performance and non-functional system performance areas
